Notice: Planned Stockpile Removal Activity in Bineshii Business Park

June 26, 2025 – In November 2024, the Ministry of Transportation Ontario (MTO) paused the soil remediation project pending approval of a disposal site and deferred the removal of the niobium rock tailings stockpile currently stored on Lot 24 in the Bineshii Business Park.

Throughout the winter and spring, the stockpile remained securely capped and monitored. EXP Environmental Services has continued twice-weekly inspections and bi-monthly radiation scans to ensure the site remains stable and safe.

We are now preparing for the removal of the stockpile, which will begin with site preparation this week, followed by hauling operations tentatively scheduled for July 7-11, 2025.

The work is being led by the Nipissing Miller Partnership, with Clean Harbors retained as the subcontractor for hauling and disposal of the niobium-impacted material.

Schedule Overview:

  • Week of June 23–27:
    Site preparation on Lot 24 will begin, including utility setup, widening of entrances, ramp grading, and modifications to improve truck access and safety. Equipment and facilities will be tested and brought back online.

Nipissing Miller will be working with First North Enterprise to complete modifications to the laydown area to accommodate the Clean Harbors B-Train haulage trucks.

  • Week of June 30–July 4:
    Installation of radiation monitoring equipment and safety orientation for workers.

Coordination with the Anishinabek Police Service for police presence at the intersection of Highway 17 and Osprey Miikan to support safe traffic management during hauling.

  • Week of July 7–11 (Tentative Hauling Dates):
    • Daily hauling expected to occur from 6:00 a.m. to 11:00 a.m. (Tuesday to Thursday)
    • Up to 12 trucks per day will haul material from the Bineshii site to the Clean Harbors facility in Sarnia.
    • Electronic signage, temporary traffic controls, and police presence will be in place at the Highway 17 / Osprey Miikan intersection to support safe traffic flow during hauling.

A separate notice and community meeting will be scheduled before work begins at the remaining sites (former Nova Beaucage Mill Site, former Nova Beaucage Road Allowance, and former MTO Borrow Pit east of the Anishinabek Nation head office).
